what is the general criteria of placing lines on the pipe rack?

As a general rule for placing the lines on the pipe rack, Process lines shall
be on lower level & utility lines on top level. The reason being if there is any
leaks in the process line it should not get into the utility lines but if there is
any leak in utility lines and gets into the process line than it will have some
effect on the process which can be detected. Instrument and electrical trays/
ducts on utility level or separate topmost level, Flare line outside rack on
cantilever beams or inside rack above
top level.

The other things which should be considered while placing the lines on the
rack are:
Heavy lines shall be placed near columns
Steam lines with expansion loops on one side of rack
Lines with orifice run on one side of rack beside columns for maintenance
using portable ladder.
